Support for Disability, Nursing Care, and Older Adults

If you have a disability, need to care for a family member, or need support with daily life as you get older, you can consult your municipality and other places.

If you have a disability, need to care for a family member, or need support with daily life as you get older, you can consult your municipality and other places.

Which systems you can use differs depending on age, the state of the disability, the level of care needed, resident registration, and residence/insurance status.

Support related to disability

For people with disabilities, there are various systems, such as:

  • A disability certificate
  • Disability welfare services
  • Support related to medical costs
  • Employment support
  • Consultation support

Not everyone can use all of these systems.

First, consult your municipality's disability welfare counter.

Long-term care insurance

With long-term care insurance, when you need care, you receive a certification of the level of care or support needed, and use care services according to the certification result.

In addition to people aged 65 and over, people aged 40 to 64 may also be eligible if they need care due to a specific disease.

Foreign nationals are also eligible for long-term care insurance if they meet certain conditions.

Community general support centers

Community general support centers accept consultations from older adults themselves and their families about things such as:

  • Care
  • Health
  • Daily life
  • Dementia
  • Rights advocacy

You can consult here as an entry point when you "don't know which system to use."

When a family cannot manage care alone

Please also consult when it becomes difficult for a family to continue providing care alone.

There is support suited to your situation, such as care services, short stays, and consultation support.

Wanting to consult in a foreign language

Your municipality's foreign resident consultation counter, an international exchange association, and similar organizations may be able to connect you to the welfare counter in charge.
